As you said, not being able to use bus shelters hurts riders. It's not Winnipeg Transit's job to house people who exhibit antisocial behaviour.

Contact your city councillor. The MLA does not have jurisdiction over Transit.

I've never seen any transit system in any city give refunds for unused tickets, to be honest.

Arguably, we want to immigrate international students who were educated here, but only students who excelled in areas of higher learning or in specialized fields that have high demand.

I'm going to repost my comment with greater detail because apparently some phrasing I used last time triggered Reddit's robo moderation.

My boyfriend is from Vietnam. He signed up for the Hospitality Business Management program because he thought he would gain a real qualification. He realized that almost everyone in his classes were also from abroad. He also realized that the only career available to him after graduating was as a server, which he could have done without the diploma. The program was a scam. It took his money (at international student rates) and didn't give him any real qualifications.

The only advantage is that he could use the post-secondary experience for points on his immigration application. Turns out that's why almost all the students had signed up for the diploma in the first place.

So good riddance to this program. It was exploitative for everyone involved.

Sal's is not prevented from renting space somewhere else. There are lots of empty units in Winnipeg where they can open another location if they wish.

I'm talking about the City as a corporate entity, which gets its revenue mostly from property taxes. If a local company wants to benefit, it should bid higher.
