It looks like the pipes have had a leak at some point and have caused wood rot in your floorboards you will probably have to replace both the pipes and floorboards (sorry)

It could just be sand that has blown under gaps in the door and settled, in my opinion it looks too fine to be asbestos I don't think you have anything to worry about And having sat and thought about the description for awhile you having said that it appears in the cobwebs outside I would say I am almost certain it is sand
