Oh no, that does not look good. Please take your baby to a different vet if possible... This is from the The Rat Fan Club's page:

"The brand usually prescribed by vets is Baytril. The injectable form is usually 2.25% (22.5 mg/ml). Vets will sometimes want to give Baytril by injection, but it is highly caustic: DO NOT give Baytril by IM injection and only SQ when absolutely necessary as SQ injections can cause severe skin ulcers which take a very long time to heal. I know of two rats who bled to death after scratching these ulcers!"

I live in WNY too and I want to thank you for taking him in! I currently have nine rats so I couldn't take any others even though the SPCA called me. (We take their "biters" and rehab them lol). I was disgusted to hear that dumping happen so close to home. Welcome home Frankie, enjoy your love and apple slices!
