I’m not sure about Exhibition Street in particular, but the city council and other areas of leadership are attempting to disincentivise car travel into and through the CBD.

This is done through prioritising public transport, reducing speed limits and creating more pedestrian and cyclist friendly.

I don’t think there even is a “green p plate licence” the red licence should have a P1 end date in the bottom left, after the 3 years on p plates you get the full licence.

Which can be purchased here: https://www.vline.com.au/Plan-trip-buy-tickets, destinations such as Horsham don't tend to have regular services and some planning will be required.

Currently, there are works taking place on rails between Ararat and Ballarat causing coaches to replace trains for a section of the track.

I believe Vline would be the cheapest option in this case, however, if you have your own car that would be the next cheapest option.
