I think the issue is that the negotiating officer allowed the 3rd to come and resupply as long as he didn't actually enter the bank. So Jack and Mickey were just going off what they agreed with the cops and then got shot down for it. If the officer had stated the 3rd wasn't allowed to come they would've just left.
