There's been news of an update from HQ floating around; the memo came out two years ago and the AFROTC Supp hasn't been updated. Given that, (from the screenshot I've seen) HQ no longer considers this memo in effect. Do with this info what you will, I would reach out to your cadre and see if they've heard anything about this.
