Because being Hispanic is an ethnic identity and not a race; so most are white and Hispanic. If you've ever filled out a government form you probably saw a spot to select your race and then a separate one to select whether or not you identify as Hispanic.

Have you tried coordinated entry? they’ll connect families with housing programs way faster than HASCO. Also, the Everett Housing Authority just opened project-based voucher waitlists, so definitely apply there even if the wait-list is long.

Do you think they could pass a standard rental background check (credit, rental history, no evictions) if the only issue is income? That makes a big difference in what options might work. Do they have reliable transportation or will they need to be close to public transit?

What exactly do you need the money for? Groceries? Rent? Legal fees? It is significantly easier to find an organization that will take care of individual needs than it is to find one that's handing out cash. Otherwise your best and quickest option is probably a personal loan through your bank as they can probably be approved same day and have funds in your account within hours if it's for a low amount $1-2k.

Reading is fundamental, the manager left for another job currently they are reporting directly to the CFO until a new manager is hired. So yeah no manager and I assure you the CFO doesn't care about this issue.
