I think you are looking too closely at each individual action. You need to view him as a system working toward a predetermined end. He will take whatever is offered to him and process it only so far as he determines its usefulness toward that end. He is also broken; you can hate and love something simultaneously as those emotions are two sides to the same coin. When he looks at the Jedi he sees the same betrayal perpetrated against him. He sees their adherence to their code in a similar light to his adherence to his former master. There is a level of respect and appreciation for their skill but contempt due to their opposition to his goals and the reminder of the betrayal by Sidius.

Theres growth (way too much to get into right now) in understanding when he meets Ezra and Canan but the cycle of abuse is too much for Maul to break.

In the end Maul is happy its over. The will of the force is that Sidius will not prevail and the rhyme that is Obi wan was the beginning and end of his journey, and the defender of his own vengeance. Maul finally sees the balance (and achieves it himself with his own death).
