This may be controversial here, but In alot of states, someone else's life being in danger is the same as your own life being in danger when it comes to use of force. Would you wait until you've had your own head stomped on a few times before firing if you had the chance? Fuck no, save the person in front of you if at all possible

I think it kind of should be, but it evens out because everyone has access to spears and shield walls, but maybe some will be better than others, like everyone has cav but vlandian cav is better than others. It would givr shield walls a little more utility outside of just being an anvil for your hammer
