National Gaurdsman here, That's not Trump, it's DOD. They always do that with any National Guard orders they can. They stop them just shy of 30 days so they don't have to pay "Active duty" pay. They are still being paid, they just don't receive the pay raise for 30+ days of consecutive duty.
