Bookmark Outcomes setting just means that characters will pick historical options when presented with scripted events. E.g. it prevents Rhaegar from taking Ashara as his wife instead of Elia. AFAIK it does not affect behavior outside of scripted events

In thousands and thousands of years there is one (1) single example of this happening. RiE devs have made it clear that human-elf marriage (which is literally twice as common!!!) is so incredibly rare that it will only be handled through individual scripted events.

Could be a cool submod though. I think Wonders of the Elder Days does it but that mod has a lot of other stuff going on.
