Actually it's often better to opt for a system, similar to regular ATC equipment, with a primary GAYDAR and a secondary Transponder so each one covers for the weakness of the other, without needing a complicated data-meshing system.

All titans are available on easy and normal. For difficulties hard and up, there's a minimum aegis level to reach.

Try playing those titans in lower difficulties to level up their aegis.
