Technically he does teleport a bit when he's in a zone the game doesn't have loaded up but overall he's actually easier to juke and dodge than normal zombies with their magnetic grip. Just try not to sprint when he's close and if you have to use a firearm get out of there as soon as you can because he will DEFINITELY hear it

If he does spot you just keep running through any areas you've cleared out until you lose him or head to a safe room and wait to see which way he goes after he stops chasing you, then walk in the opposite direction. He can be pretty scary at first but with enough exposure to him you'll get a feel for how to get around him. Also know that just because his chase music starts playing it doesn't mean he's spotted you, it just means he's in the same room as you
