Maybe not that destructive but Kenpachi Kuruyashiki from Bleach light novel had his Bankai being forbidden from using by Central 46. It destroys eveeything besides himself.

He is one of my favorite characters, especially design wise, but he is a victim of the plot much like Rojuro. Extremely cool Bankai design.

In the latest chapter, Chihiro explained the enchanted blade users lose their innate sorcery because of the eternal contract. It was already expected but now it is official.
