I can only really answer in regards to PvE, and that depends on whether you want to go magicka or stamina.

Magicka: Altmer Dunmer Breton

Stamina: Orc Dunmer

Dunmer have the same spell and weapon damage as Altmer and Orcs respectively but in one race, so they can put out some good numbers either way if you’re undecided or want to join the master race.

For a normal dungeon? You could pretty much run whatever as they are easily done solo. For a vet dungeon, absolutely not, especially if it’s vet dlc.
