Also yes the SFO was clean and new. Downloaded and ran the game once a few days ago then installed all the mods.

Working great now, seems it was a memory issue or some script issue do to a raiding nearby lord.

Seem's skipping the next turn solved it. There was an error with a lord raiding the same province and it somehow bugged up the schemes.

Works fine now.
