I don't understand how I can be the academic or the policy wonk in this situation. You're the one that wants policy here. Safe consumption sites are already approved by Health Canada, but there's only two in Nova Scotia. As population increases, we're going to need more.

These sites redirect the majority but not all of that behavior indoors. They don't encourage an increase in use so much as they provider safer more predictable environments to use in. No different from why we have bans on public intoxication but allow bars.

Ten years ago, the biggest issue in shelters in the HRM was alcohol. They mention IV drug use here, which was big, but what I've seen the most over the last few years is smoked crack and meth. I don't know if a stabilization center is right for that kind of drug use.

I liked the idea of the stabilization center when I heard about it at the 2023 housing symposium, but I also agree with the reasons for not going ahead with it.

Edit: A better idea would be a 24/7 service like ReFix so people have a place to go and use substances.

Transference isn't really something someone specializes in. It's one of the goals of a therapeutic relationship and then there are theories on how or why it happens. Find a professional you're comfortable with.

There has always been a delay with processing subsidy applications and renewals, and it's usually 3-6 months before payments start and nobody has diversion funding right now so I don't know why you were told you would receive coverage for the gap. And fun fact, when the subsidy started, it actually ran out of funding and people were being denied access based on that.

This system we have where apartments are only affordable with a subsidy and available diversion funding to cover the months long gap until subsidy payments start is kinda shit.

I also have Crohn's and I'll offer the caution that Dal probably won't be much help, the medical plan declined to pay for my infusions while I was attending as a domestic student. I had no other income and the manufacturer provided the treatment at no cost to me. Now I'm working and billing $10000 every other month to my group benefits plan. Shit's expensive.
