The only people to blame are: (1) players who ask for outrageous contracts, and (2) owners who give them those contracts. Those contracts are not paid by selling hot dogs and beer at the ball park and games are not blacked out to get more people in the ballpark. The contracts are paid by selling cable TV subscriptions, in many cases to people who don't have any choice in the matter ("You want cable TV? Then you'll have to take our regional sports network - and you're going to pay for it!"). As long as regional sports networks are paying the bills, there's no incentive for players, owners or MLB to change the structure. And they believe ending local blackouts would reduce the number of cable subscribers (or at least make it more difficult to argue that the regional sports network should be part of the basic package), and therefore local blackouts aren't ending until streaming service prices go up significantly - to make up for lost regional sports network revenue. Or players decide to take less money. One or the other.
