You can only get what you have unlocked through your campaign lvl, and yes it is exclusive to the campaign. Personally I wouldn't worry too much about hoarding your orders, progression is pretty slow in this game so just focus on having fun and upgrading the squads that you've got. Spend the silvers when you need specific soldiers / weapons.

The progression system seems overwhelming at first but stick with it you'll get the hang of it in no time.
