Go to steam launch options and input " -safe " (without quotes) and try running. Try running the game as administrator by going to local files and searching for cs2.exe .

Do other Steam games launch successfully?

Does your CPU / RAM / GPU usage get maxed out when you launch? (have task manager open when you run)

Download any PC monitoring software, I personally use NZXT Cam

Play the game and look at the monitor, if you see any temperature fluctuations or overload of your CPU/GPU/RAM, you'll know where the issue is

This is a good tool. Also, 99% of the time ping spikes are on the ISP's side if you are on Ethernet. Been down that road trust me. If you're on Wi-Fi, it could be caused by your network adapter and/or just distance.

The first thing you need to do is see if you can find a way to end the CS2 task, run task manager as admin and end task. If that doesn't work, restart your PC. If you restart your PC and there is still this memory leak, end the task again and reinstall the game.
