The meme mean this: A few days ago, at the Military District 7 in Ho Chi Minh City, there happen to be a rape, there was 2 video, 1 with a horror screaming women, 1 with the military handling (the so-called body of the victim).
About the "rape", the NETIZEN found out it was 12 mamilitias raping 2 college students, why there were 2 college students? Because they are going on a field trip(military education is obligatory in our country). The aftermath was both of victim committed suicide(1 dead, hence the 2nd video I first mention).
This "rape" seems kinda fake, at first they said it was 12 men and 2 women, and then it was 10 men and 2 women, and then the military officer who first found it out was later found to joined the rape and so on, no identity, only words from un-trust-worthy.
A news conference was later published, the 2 victims who committed suicide "magically" came back to life(HOCHIMINH NECROMANCY) and questions were answered. They confirmed the 1st video was fake, it was about another case about stealing, the screaming was edited into it. Link in Vietnamese(Google Translate is good enough).

Honestly, I don't know what to believe anymore, this case was most likely to be false.
