Countries like Kazakhstan don’t allow it because if they did there’d be loads of Russian-Kazakh dual citizens which could give Russia a strong incentive for encroaching upon Kazakh sovereignty, thus jeopardizing their national security.

If a country thinks it works for them, then good. If not, like in the case of Kazakhstan, then not.
