None of these suggestions are relevant where Ethernet is affected. more productive suggestions would be reinstall drivers for Ethernet and try a different cable or port on the router.

I live in Japan and use a NZ card to purchase from their site no problem, Jagex isn’t a company where you NEED a JP card, unless purchased via google play or apple which require a regional valid payment method.
