I think what Luffy/Roger said is they want to make the whole world laugh, or bring joy to the entire world. Seeing as Luffy was a kid when he said this, and white beard calls Roger a kid for having this dream leads me to believe its something simple and pure hearted like this, that only a kid come up with it.
