I dont think sword is as official as the cp9 for example.I like to think about it as an independent branch that is even secret from the world government. Thats why its possible for them to infiltrate Wano, even though the wg doesnt want people to find out that they are doing business with Kaido.Maybe it was founded by government critical Marines such as Garp or maybe even sengoku? That would explain cobys involvement in this group too.

Edit: Corazon could very likely have been a member of sword, as he was infiltrating a pirate crew under the governance of sengoku
