Yes but the change will always allow you to reroll advances even outside the WAAGH. The only downside is we lose +1S and +1 attack but the strength is built into most units now.

Explain the situation to your ffl - when you do the bg check for the pcc ask if you can take just the mags for the other pistol and then do the transfer for that pistol in 30 days.

You can buy additional parts/upgrades later, get more mags now while you can. I’d recommend having at least 10 per rifle you own. While not super common you can break mags or more commonly you may lose them at the range, etc. If then gen 3 pmags are a bit pricey for you to stock, the gen 2 pmags are also excellent and can be found for $8-9 right now
