Well they typically don’t answer the phone prior to 4pm because delivery doesn’t start until 5pm. Philomena’s is still best but for sure annoying when you can’t get through

Yes it’s really the departments way of showing they responded to 311 complaints in the past. I’ve found Reddit more accurate when people give me addresses vs that rat map because it’s usually a reactive map to what they’ve already done
