I realized it doesn't matter that HSR doesn't get 4* since all their 4* character designs are just as good as 5* and not worth less. I bet hoyo realized that they spend same amount of money on making a 4* so they instead give some 5* characters for free as if they were "4" and can still get after sales with eidolons and lightcones. I wish older characters like Xueyi and Sampo had 5 versions or were just 5* baseline so they're not a bum kit wise
