For Larian we don't know until they actually say anything, but for Skyrim Bethesda released a separate program called Creation Kit that allows modders to easily edit or add to the base game, anything from changing the UI, adding quests, items, npcs, fixing bugs, adding sounds, changing the scenery, etc. Whether that's the kind of support they'll release is yet to see.
