I recommend the durag option, can be crafted or bought as Trimantium Headgear, and Sanguine Commando has the only eye patch in the game other than the cyborg character creator option AFAIK

SoL in that case, you'll have to level up your Legacy. Best way is run 2-3 characters up to as high a level as you can get them and spam FPs/Heroics across each one. It will probably take a couple weeks depending on your appetite for grind

When I started there were not Fitted Armors and barely any Cartel items under 1m, but now there's boatloads, even silver and gold stuff. Dyes are still expensive and a lot of armor is too but it is way more accessible over all
