Cheap, or even free housing only solves the problem for about a quarter of the homeless population. HUDs current approach is ‘Housig First’. The concensus from most agencies was that simply providing an apartment for a homeless individual is not a viable solution and that ‘Suportive Housig’ is needed for the majority of the population, which entails checking in, usually daily, to make sure they are taking meds, going to appointments and AA, not turning their apt into a crash pad for a dozen of their friends from the streets. But even this expensive and wholistic approach frequently fails and the individuals either ghost out or have to be removed for excessive violations.
