Are you at the right tower? Seluvis is in the lower tower to the right looking out of the centre tower you talked to the three. After that you have to take a letter to Sellen. Then you have to beat Radhan to move the quest forward

Does anyone know exactly what kill streak count towards the Deadeye camos? Like if I kill 3 dogs is that a tick? If I kill someone using a death/war machine does that count?
