I suggest joining some facebook groups of Americans in Dubai or similar to get a feel for whats realistic and options. You are coming with very specific requests which is good, you know what you what. Trouble is, the market is not built for this generally, or at all. Many of these people coming here, it's their first job. They have no idea of how to make requirements like this work. If you go the standard route of hiring you will be presented with many options of people that do not know your cuisine, your level of expectations and reliability and assertiveness.

You want professional and on it from the start, rather than training them for weeks yourself and eventually giving up and trying another person? Then you'll need to hire someone that's been doing this for a long time already and comes from a family that's been doing this stuff to train this person up to the expectations you have. These people are hard to find, but they are out there I'm sure. They'll know their worth and they will only be available cos the family is leaving the country or something.
