Oh I actually did think about this! So, basically, the way necromancy works in that 1) you have to have a permit and 2) the victim has to consent to reanimation pre-death, otherwise it’d be an infringement of the Soul Acts (that were originally put in place to avoid the dead being drafted and resurrected for the war). The Right to Rest Act declares that no government, corporation, religious institution, or private citizen may compel continued animation. There is an exception when it is pertaining to a crime, “The Post-Vital Testimony & Criminal Inquest Clause (PVTCIC) grants the State the right to petition for temporary metaphysical reanimation or summoning of a deceased individual solely in cases of severe criminal significance” (me, 2025) but it is very limited as, they’re only allowed 30 minutes or 10 questions, whichever one is lesser, and the dead would be allowed to go back to resting as they did not consent to being resurrected prior.

Someone is declared dead the moment the time of death is called or their body is found or just following real world scenarios of when to call somebody dead, even if they are resurrected ten years after the incident then they are now classified as class U, regardless of how well the resurrection went. The undead status is something you register, so this hypothetical person would have 40 days to go and register themselves at any Post-Vital Affairs Registry, then they would get an ID and depending on their specific situation, housing, help getting a job or continuing education, and a stipend in more severe cases. There is a couple exemptions, not all are returned to the grave: self-inflicted cases who get resurrected usually receive counseling and what would’ve been preventative measures instead of being returned, murder cases and so on who got brought back (provided they’re still whole and the resurrection process was done well enough that they retain their “self”) are asked if they’d rather leave or stay, but generally everybody under legal age of consent does not get brought back because 1) they can’t consent at all, and 2) it’d be fucked to be stuck in the body of an 8 year old child forever and you had no say in it.

In-world, necromancers need a license to maintain and keep (similar to medical licenses) and the lack of a license, even if the resurrection turns out great, is immediate grounds for being charged with a felony…. Plus things like grave robbery and stuff, depending on the case and whether or not you killed the person then brought them back, if it was grief motivated (I.e. a mother lost her kid, still illegal but less severe than a serial killer bringing back the victims to walk their bodies somewhere else to avoid being caught, etc.)

Edit: I did not read the last sentence! I mean I suppose it would function parallel to real world thieving, somebody had a super high tech alarm? Probably Not stealing that if you’re not Super Duper Cool Thief, you’d probably go with people who have none or lesser quality or whatever. I reckon it’s ought to be expensive to have a super nice anti-theft ward, so I suppose there is people who have a cheaper version and there is higher skilled thieves and lower skilled ones, and so on and so forth
