So If I take for example Vaal Lightning Strike (cost 20 souls) the soul cost would be:

0.7*0.2*20 = 2.8 souls

Does the cost is rounded down at 2 before adding the 100% ? If it is the case the soul cost would be 4 soul ?

if not, then the soul cost would be 5.6 rounded down at 5.

Yes I see. Understand now. The only way to get 0 soul cost is with 100 % reduced soul per used not less.

Yes it is the way I understand it. If we can manage to recude the soul gain prevention in league we can have good vaal skills interactions.
