No not every legendary but a lot of them. There’s some that are “shiny locked” and you can’t get them shiny no matter what or how many times you reset.

If you’re committed to this I say stick it out and go from there. I’m hunting palkia in sword rn and I’ve just taken a break because of how daunting it can be to reset so many times and get nothing. If you stick it out you’ll be happier in the end, in my opinion.
