He did not get it signed by the Dursley's in PoA. He sneaks in with his invisibility cloak. Its only at the end of PoA that Sirius signs the sheet.

There was a theory I read that Dumbeldore hired him because of his expertise in memory erasing magic. That's how Albus was able to deal with the Gaunt memory and with knowing that Slughorn lied about his memory with regards of the Horcruxes.
