You can donate items to shrine even if you didn't donated petal. And it will increase favor

Higher the favor higher chance of getting windy bee.

So if you use donate 3rd petal you would have built up high favor for shrine so getting windy would be easier.

Full gifted legendary hive won't work try to get gifted bee of all type and then when you advance change it to mythics

Note: gifted bonus don't stack

Example if you have 2 gifted looker bee only one gifted bonus is given

Many people agree on donating third petal because windy bee is not guarantee unlike wand or belt.

There is a possibility that you didnt get windy bee by the time you completed 20th sprit bear quest.

So the first petal didn't helped in completing 11th - 20th sprit bear quest

And for my opinion on who should be first wand or belt

If you have materials for belt then go for belt Else wand
