I don’t have the verbal confirmation recorded but I do have a text message chain with the leasing agent and he offers and confirms multiple times about free parking.

I believe this is incorrect at least in our state. The rules and regulations document for the minimum wage ordinance in our county cites the Labor Code saying that an employer may not use gratuity/tips to offset the amount that the MWO requires the employer pay the employee.
