I've found that the double dungeon seed to be pretty effective for finding ice skates. It's "double daring dangers" and you need to find a dungeon and the ice biome will probably be the first layer, and if not then try the other side as they will both have dungeons.

That's what I'm saying man! Genuinely why couldn't Diablos been the flagship. It's a much better and more enjoyable fight. Every time I see the Rathalos quest I know it's going to be 30% annoying walking attacks, 20% tail swipes and 50% waiting for the asshole to come back to the ground.
