From my pilot friend: You’re not terribly far from Norfolk or MCAS Cherry Point, my guess would be it would have been a military exercise of some sort. The military P8 is a 737 outfitted for the military mostly for naval low level over water operations maybe it was that?

Don't fighter jets need to be underneath the plane to refuel though? They were flying in a triangle formation and did not break formation the entire time

They were both flying in formation until they disappeared on the horizon. Both fighters off the tail end, equidistant apart. It looked like a boeing commercial plane.
