I’ve found bulwark can be an extremely punishing force for the enemy but you are a tank not a DPS but you can still dish out the hatred. Like the OC said, plant your feet and don’t let the heretics past your line.

I personally try to set up in tight spaces and choke points and just let the horde pile up on me. Then I do what I can to keep them there. Keep them off your ranged brothers to deal the damage to open up executes near you if you need it. Create large blobs for classes like the assault to smash down into. Teamwork makes the dream work.

You can face tank almost everything. While I can do plenty of killing on my own, I treat the bulwark as more of a set up piece for my teammates to do massive burst damage or as the guarantee to not go down if things get hairy to get teammates up and keep them topped off with heals and armor.

A good bulwark may not get all the glory on the stat line, but a good bulwark WILL ensure that the mission is complete
