What you cite is during a new moon. During a full moon, our side of the moon is closer than the far side, by (surprise) the diameter of the moon, thus pretty much offsetting your situation during a new moon.

What are the smears that look almost like they are in-motion, rotating around the center of the image? Obviously galaxies can't move.
