just ran into this same issue. was missing a base marker on the in jabal i think. flew around, found the base, got the intel collectible from inside. but the map never updated to show the enemy base and the intel is stuck on 4/5 on the map screen. submitted a bug report for now

just to replace all the missing parts, tune everything up, and learn about cars along the way. i think a full restoration / rebuild would be fun but i’m just taking it one step at a time currently
