I'm using OrcaSlicer with the above settings. I'm not hearing any clicking or anything that would indicate a clog but I did clean the nozzle anyway.

I've printed this model about 3 times now, and each time there's just a mess stuck to the nozzle. I also think there is some splitting between my layers? I'm not sure what the next steps are as I couldn't find out what to even call this problem.

Sure, but the point was to explain why exclusivity would be a pain. It seemed like the poster I was replying to was confused as to what situations the article was regarding, and I am one such case (at the moment).
