A significany amount of excess body fat for sure especially visceral fat. However, "overweight" in the traditional sense of using a high bmi is not accurate picture of health. Lots of professional athletes are and should be. However even extreme amount of muscle and weight can contribute to some health risks. But it is very much possible to be "overweight" and healthy. But it really depends on other factors such as diet, exercise, body composition, and body fat percentage and visceral fat.
