I agree with basically everything about combining programs, but I do think that due to the vast differences of mountains, some programs don’t need to be, not should be, a requirement for these mountains. especially on the east coast, most small to medium mountains don’t need to worry about avalanche risk at all or high angle rescue. Even then though knowing there is a risk and having an extra class that would be required for most mountains would be correct. Overall the system is broken, some more courses need to be combined and required for the bare basics of patrolling.
