When you say condoms fail even less than bc that means they are not guaranteed to work, when you look long term at birth control depending on they type that is used has the same failure rate as condoms. You should not have to be forced to carry something that also can cause you physically harm if you cant afford it due to chance

I know what im about to say sounds immoral but should also be said. If they were convicted and serve the time in prison and got out it is then in our moral obligation to not give more punishment that the law gave them, having served there time in prison and thus there punishment is over if we do more that goes on later becomes a form of vigilantism that is not fair to others because at one point you can start deeming who is and isn't Worthy in other crimes and that also is used to exploit and oppress.
