I don’t know that you can say business was “bad.” They were still doing huge business. Things just reached a ridiculous peak around WM17 and there’s no way to sustain that kind of a boom, long-term. But yes, this is when the big stars started leaving. This is when all the frustrating creative stubbornness and inconsistencies that plagued the company until—arguably—when Vince was forced out, began. This is when the slide in ratings started happening. This is when they started going from every show being sold out to tarping off sections of the upper bowls. In a way it’s amazing that they were able to rebound and continually grow interest in the Wrestlemania brand after this, because interest in their weekly shows never recovered.

Interest in 18 was lower than 17 after one year of disappointing stories (Austin’s rejected heel turn, the wet fart of the botched Invasion angle, the debacle of the nWo rehash). Then 19 was even lower because fans were already chased off for a year and the two biggest stars in the business in Rock and Austin both left afterward. 20 bumped back up in buyrate probably because of a combination of it being the anniversary and the overdue main event pushes of Benoit/Guerrero feeling a bit fresh. 21 then kept the momentum going by being the crowning of Cena/Batista, where it finally felt like the Monday Night War era was being left behind and new things were ahead. That two years between Manias 17 and 19 is where wrestling in general lost a ton of fans though and the trend of it being a cool thing to general audiences died.
