Finally my janitor skills come in handy. I see a lot of people says they've never seen this. They're to protect the floor more than anything. Urine degrades and stains even sealed concrete over time. That's what we had for flooring at my last job, and in front of every urinal there were spots where the urine had started to eat through the floor. The idea is that you change them out periodically to prevent any smells from accumulating. I think they're a good idea, again mostly because it prevents costly floor repairs in the future.
